Non-residential properties are subject to a service charge and to water use charges.
Service Charge
The service charge for water is based on the size of the metered water service serving the property.

Service Charges
The service charges for sewerage are based on the number of major sewerage fixtures (eg toilets and urinals).

Volume Charges
In 2010-11 the volume charge is 242.00 c/kl.
The sewerage volume charge is based on the amount of wastewater discharged from the property to the sewerage system. This is calculated by adjusting the water usage (as registered by the water meter) with an estimated 'discharge factor'. The discharge factor is the percentage of water delivered to the property which is returned to the sewer.
Volume charges are based on water use over the full year and are billed with the water consumption account. The formulas used to calculate volume charges are:
Discharge = Water use (kL) x Discharge factor
A discharge allowance of 200kL is applied to each property annually (not per meter reading). Where the discharge exceeds this allowance, a sewerage volume charge is included with the water usage bill.
Sewer Volume Charge = (Discharge – Allowance) x Price/kL
Example
Charge for 2010-11 for a business using 400kL annually with a discharge factor of 95%:
Discharge = 400 x 95% = 380kL
Sewer Volume Charge = (380 – 200) x $2.420 = $435.60
Most customers' sewerage charges are calculated in this way.
A small number of customers' charges are still being phased in to the new tariff structure and are subject to increases. These increases are capped at 12.1% (10% plus the General Price Increase) up to the previous year's water use level.

Drainage charges for non-residential properties are based on the rateable value of the property. The rateable value is the Gross Rental Value of the property (or estimated gross annual rent) which is determined by the Valuer General.
In 2010-11 the tariff is 0.349 cents for each dollar of the rateable value.
The minimum metropolitan non-residential drainage charge in 2010-11 is $75.45.
