The Alkimos Project - Public Environmental Review
Environmental Information for Wastewater Treatment Plant
The Project was proposed to be developed on one of two possible sites:
- Site B – the site identified in the current Metropolitan Region Scheme (MRS), and as agreed with Landcorp; or
- Site A – the alternative site (Lot 101) purchased for this purpose in 1987 and as zoned for this use in the previous MRS.
The Water Corporation is constructing the Alkimos Wastewater Treatment Plant (WWTP) at Site B, with an ocean outlet. Site B was chosen as the agreed site for the WWTP so that the land most desirable for urban development, to the west, could be available for residential development and the development of the beach as a regional focal point.
Public Environmental Review
The proposed WWTP and ocean outlet at Alkimos will be constructed in the Coastal Ward of the City of Wanneroo. Alkimos is located approximately 40km north-west of the Perth CBD in the north-west corridor, between Quinns Rock and Yanchep.
Treated wastewater will be disposed of through an ocean outlet, extending approximately 3.5km offshore from the coast adjacent to the WWTP. The proposal involves the construction, operation and maintenance of a WWTP at Alkimos, to be developed in stages up to an operational capacity of 160 ML/day beyond 2050.
The Water Corporation proposed two sites for its WWTP. Site A was located between 300 to 1,000 metres from the Alkimos shoreline behind the foredunes. Site B was located between 1,000 and 1,700 metres from the coast at a higher point in the landscape.
The Environmental Protection Authority has assessed these two options: 1) Site A under assessment number 1582 and 2) Site B under assessment number 1529.
In accordance with the Environmental Protection Act, the Water Corporation prepared a Public Environmental Review (PER) that describes this proposal and its likely effects on the environment.
Alkimos Performance and Compliance Report 2008-2009
The Alkimos Performance and Compliance Report 2008-2009 has been prepared by the Alkimos Water Alliance for construction works associated with the Alkimos Wastewater Scheme. It documents the Alliance's performance over the past year and compliance with Ministerial Statement 755 through the management of environmental aspects associated with the construction of the Scheme.
The Report, which assesses or measures all alliance management plans and procedures, has been prepared to satisfy Condition 4 of Ministerial Statement 755 (November, 2007).

Alkimos Wastewater Treatment Plant Marine Treated Wastewater Discharge Monitoring and Management Plan
The Monitoring and Management Plan for marine treated wastewater discharge from the Alkimos Wastewater Treatment Plant aims to ensure that it is managed to achieve the following Environmental Quality Objectives. These are described in the document, Perth's Coastal Waters; Environmental Values and Objectives (Environmental Protection Authority, February 2000).
• Environmental Quality Objective 1 (Maintenance of ecosystem integrity), with spatially-assigned levels of protection as shown in figure 2 of schedule 1 of Ministerial Statement 755 (November, 2007);
• Environmental Quality Objective 2 (Maintenance of aquatic life for human consumption) assigned to all parts of the marine environment surrounding the Alkimos ocean outlet with the exception of zones shown in figure 2 of schedule 1 of Ministerial Statement 755 (November, 2007); and
• Environmental Quality Objectives 3 and 4 (Maintenance of primary contact recreation values, and Maintenance of secondary contact recreation values) assigned to all parts of the marine environment surrounding the Alkimos ocean outlet with the exception of zones shown in figure 2 of schedule 1 of Ministerial Statement 755 (November, 2007).
The Monitoring and Management Plan for marine treated wastewater discharge from the Alkimos Wastewater Treatment Plant has been prepared to satisfy Condition 11-1 as specified in Ministerial Statement 755 (November, 2007).
Alkimos Wastewater Treatment Plant Odour Management Plan
The Odour Management Plan for the Alkimos Wastewater Treatment Plant aims to ensure that the plant is designed, constructed and operated to manage the potential impacts of odour to within the 600 metre buffer zone allocated by the Metropolitan Regional Planning Scheme. The Management Plan has been prepared to satisfy Condition 12-1 as specified in Ministerial Statement 755 (November, 2007).
EPA Bulletins (Advice to Minister for Environment)
The EPA advice to the Minister for the Environment was published in Bulletins 1238 (Site A) and 1239 (Site B) on November 13 2006.

The Reports labelled as Interim are ongoing baseline studies that require further data to be collected before they can be finalised. Once the interim reports are completed they will be made available on this website for your viewing as final reports. If further marine baseline studies are required they will also be made available as soon as the reports have been completed.
