Biosolids - Environmental Assessment

The Environmental Protection Authority (EPA) has decided that the level of assessment required for the Water Corporation's trial Biosolids Storage Facility at Annadale farm is:

"NOT ASSESSED - PUBLIC ADVICE GIVEN AND MANAGED UNDER PART V OF ENVIRONMENTAL PROTECTION ACT (Works Approval)."

After a detailed site selection process, it is proposed to locate a trial Centralised Biosolids Storage Facility (CBSF) at Annadale Farm in the Shire of Moora. The proposal was referred to the Environmental Protection Authority (EPA) in June 2006 to meet community expectations. The EPA subsequently chose not to assess the proposal and this was appealed. The appeal was upheld and the Appeals Convenor recommended “that the DEC adopt a staged approach in granting any works approval and licence. That is, a works approval and licence be initially considered only for the construction and operation for the trial sized facility. The Water Corporation would then need to consider the results of the trial, consult with stakeholders, including the Shire of Moora, and then consider whether to proceed with seeking approval for the second stage of the CBSF, including planning approval.” 

The Works Application attached below was submitted to the Department of Environment and Conservation (DEC) to apply for Works Approval for the trial stage of the proposal under Part V of the Environmental Protection Act (1986).

A PDF copy of the Water Corporation's Notice of Referral document is attached below. An Odour Impact study was done on the original Annadale site at Gillingara and the results of this study are still relevant to the new site proposed at Annadale farm.
