Industrial Waste Fees and Charges for Small Business

Charges for the Industrial Waste service are structured as a two primary components – the Annual Permit Fee, and Quality-Quantity Charges – plus separate Activity-Based Fees for associated services.

Annual Permit Fee

The Permit Fee covers our costs to administer the licensing system, and thus make the Industrial Waste service available. These costs are distributed equally amongst all users of our Industrial Waste service, and consequently the Permit fee is a uniform charge for all customers, regardless of their size or usage of the service.

Quality/Quantity Charges

Quality/Quantity charges reflect the cost of transporting industrial wastewater through the sewerage network, and its subsequent treatment at a Water Corporation wastewater treatment plant to an appropriate standard for environmentally acceptable discharge or re-use. Our charges are based on a user-pays pricing principle, and are set to directly reflect our actual costs for handling your waste.

Charges therefore vary according to the type and concentration of contaminants in your industrial wastewater. You can reduce your Quality-Quantity charges by reducing the strength and/or volume of your wastewater discharge. We’ve deliberately structured our pricing in this way so as to provide reward and incentive for:

  • Simple Pre-Treatment: Controlling pollution at its source
  • Advanced Pre-Treatment : Optimising your mix of pre-treatment and sewer discharge
  • Cleaner Production : Comprehensive approaches to reducing waste across your whole operation.

Your Quality-Quantity charges are calculated from the results of regular Sampling and Monitoring of your discharge, to ensure that they levied as accurately as is reasonably possible.

Customers who are subject to Quality-Quantity Charges may also receive an offset of their Sewerage Charge (where appropriate) to account for the proportion of their wastewater that is charged as Industrial Waste.

Open Area Fees apply to any unroofed washdown areas or other outdoor areas where stormwater runoff is captured and diverted to sewer. This is also a type of Quality-Quantity charge, which contributes to the cost of providing sufficient sewer capacity to handle the peak flows which may be experienced during rainfall events.

Activity-Based Charges

We want to keep our pricing structure as fair as possible, so that you only pay for the costs that you actually contribute to. Consequently, we’ve separated out any charges that relate to distinct activities or events associated with your Industrial Waste service. That means we can keep your Permit Fees and Quality-Quantity charges lower, rather than loading them up with ‘overheads’ that should really be charged to other customers.

Activity-Based Charges apply to a number of one-off or occasional activities that we might undertake to support your service. These activity charges are:

  • Establishment Fee: To cover the costs of assessing and processing applications for service
  • Inspection Fee: For any re-assessment that may be required – for example, if you significantly change your process and discharges
  • Sampling & Meter Reading Fees: Covering costs associated with our monitoring of your discharge, including reading meters, taking samples, and laboratory analysis.
  • One-Off Discharge Fees: For any one-off requirements outside of your usual service arrangements. Note: This facility is used mostly by people who aren’t normally customers of our service
  • Product Evaluation Fees: To cover the testing and approval of pre-treatment equipment or biological additives. Note: This is not normally something our customers get involved with. Its usually something industry suppliers do when they enter the WA market.

Of these, Sampling and Meter Reading Fees are the only activity-based charges that you will incur as a regular part of your service arrangements. To find out more about these monitoring programs, see our Sampling and Monitoring  page.

Open Area Fee

Open Area Fees apply to any unroofed washdown areas or other outdoor areas where stormwater runoff is captured and diverted to sewer. This is a type of Quality-Quantity charge, which contributes to the cost of providing sufficient sewer capacity to handle the peak flows which may be experienced during rainfall events.

Discharging of stormwater into the sewer is normally not permitted because of the potentially high peak flows. However, where it is necessitated by operational constraints or the potential for contamination of runoff from your site, and provided we have sufficient sewer capacity in your area, the service can be made available.
