Kwinana Water Reclamation Plant

The $28 million Kwinana Water Reclamation Plant (KWRP) expands Perth's water use options and helps achieve the aims of the West Australian Government's State Water Strategy.

It also provides tangible social and environmental benefits for the people of Kwinana, Rockingham and Perth.

About the KWRP

The Kwinana Water Reclamation Plant became operational in late 2004.

The recycling plant reduces industry demand for scheme water by up to six gigalitres a year, which is equivalent to about two per cent of Perth's total scheme water use.

It treats about 24 million litres a day of secondary treated wastewater from the Woodman Point Wastewater Treatment Plant. The high quality industrial grade water stream produced (about 17 million litres/day) is supplied to industry in place of scheme and bore water.

A major benefit of the plant is that it will reduce the amount of treated industrial wastewater discharged into Cockburn Sound by about six million litres a day. The treated industrial wastewater from a number of Kwinana industries combines with the KWRP reject stream and, together with the Woodman Point treated wastewater, is discharged to the ocean through the Sepia Depression Ocean Outlet.

Ongoing monitoring and reporting of environmental effects will continue to ensure there is no harm to the marine and coastal environment around the outlet.

Public Environmental Review (PER)

The Water Corporation has developed a proposal to further treat secondary treated wastewater from the Woodman Point wastewater treatment plant to a quality suitable for use as high grade industrial processing water by industries in the Kwinana industrial area. This proposal includes:

  • Constructing a (reverse osmosis) treatment plant on BP’s site in Kwinana along with connecting pipelines to Kwinana industries.
  • Using the treated water to replace a similar volume of potable scheme water currently or proposed to be used by industry.
  • Initially taking around 6 ML/day of industrial wastewater from specified participating industries (currently: BP, CSBP, Edison Mission Energy) who discharge to Cockburn Sound back into the Sepia Depression Ocean Outlet Line for discharge 4 km offshore.

In accordance with the Environmental Protection Act, a Public Environmental Review (PER) was prepared to describe the proposal and examine the environmental effects associated with the discharge of industrial wastewater to the Sepia depression. The PER was available for a public review from 8 December 2003 to 16 February 2004. The full PER is available to view below in PDF format:

The EPA released its report and recommendations in Bulletin 1135.

The appeal period for Bulletin 1135 has now closed and the Minister for the Environment is finalising her statement and conditions for the project to proceed.
