Mundaring Weir Water Supply Improvement Project

Completed in 1902, Mundaring Weir has historically been the main source of water for the Goldfields and Agricultural Water Supply Scheme (GAWS). The scheme currently supplies water to more than 100,000 people from Mundaring to Kalgoorlie.

Whilst there have been a number of upgrades to the Weir and its associated infrastructure over the years, parts of the facility are more than 100 years old and require upgrading in order to meet increasing water demands and current Australian Drinking Water Guidelines.

The Mundaring Weir Water Supply Improvement Project (Mundaring Weir WSIP) involves the construction of several new assets and upgrades at or near Mundaring Weir between 2010 and 2014.  These include:

  • a new water treatment plant (WTP), pump station C (PSC), and pipelines
  • Weir Wall outlet upgrades
  • electrical power upgrades
  • improvements to the Precinct and public facilities for residents and visitors
  • and a new Department of Environment and Conservation (DEC) depot building

Given the significance of Mundaring Weir to Western Australia as a tourist destination, We are liaising closely with key stakeholders and the community to ensure these works are planned and managed well.

Below the Weir: historic No.1 Pump Station, behind it are Pump Station A and B (PSA & PSB). PSC will be built in this area. PSA and PSB are to be decommissioned in 2014.

The new WTP and DEC Depot Building

A key component of the Mundaring WWSIP is the provision of a new water treatment plant.

After an extensive 18 month community consultation process the Water Corporation announced the current DEC Perth Hills District Office & Depot site, had been selected as the location for the new WTP. This decision came in February 2008, with the site located off Mundaring Weir Road near Allen Road.

The DEC had a long term plan to replace and upgrade its Perth Hills office and depot facilities, bringing the timing for works forward.

Federal and State government environmental approval was granted for the site in December 2009.  Further Federal and State approvals were also obtained on behalf of the DEC to relocate its Perth Hills district office and depot facilities to the southern side of the site. 

Environmental, social and heritage assessment work continue to be undertaken throughout the Mundaring WWSIP. Community input is being sought to ensure all possible impacts are considered and management plans are put in place.

The DEC office was completed in September 2011 and the WTP is scheduled to be operational in 2013.


Public Private Partnership (PPP)

The design, construction and management of the new WTP and Pump Station C will involve a contract between the Water Corporation and a private party, Helena Water.  This is the first Public Private Partnership (PPP) for the WA water industry whereby the PPP will provide a service to the Water Corporation.

Water Corporation looked at various criteria when choosing a PPP.  This included operations, water treatment solutions, environmental management strategies, and a proven commitment to maintaining a co-operative and responsive relationship with the community.

Helena Water was announced as the preferred proponent on 21 February 2011 and was awarded the contract at the end of July.  It was short listed amongst seven consortia. The seven potentials were narrowed down to two whom entered a Request for Proposal (RFP) phase in July 2010 where they were given six months to submit a proposal outlining their plans.  It was based on this RFP that Helena Water was chosen.
