How we determine the financial security amount

Here you will find information about how we determine the financial security amount for a Tankering Performance Agreement

  • Where dependent works is Wastewater Pumping Station (WWPS) – Corporation delivered – $50 per week per lot (that will be seeking clearance for) from week 40 following clearance of conditions of subdivision until estimated Project Practical Completion (PPC) date of all downstream works + Factor for country towns (refer to Rawlinson's  Construction Handbook Regional Indices). (Minimum amount $100,000).
  • Where dependent works is WWPS – developer delivered by prefunding – $50 per week per lot (that will be seeking clearance for) from week 40 following clearance of conditions of subdivision until estimated PPC date of all downstream works + 12 months + Factor for Country Towns (refer to Rawlinson's Construction Handbook Regional Indices). (Minimum amount $100,000).
  • Where dependent works is WWPS – developer delivered and funded in advance of the Corporation's 5 year capital works program – $50 per week per lot (that will be seeking clearance for) from week 40 following clearance of conditions of subdivision until estimated PPC date of all downstream works + 12 months + Factor for Country Towns (refer to Rawlinson's Construction Handbook Regional Indices). (Minimum amount $100,000) + 150% of the cost estimate of the WWPS. 
  • Where dependent work is reticulation only, amount to be confirmed following consideration of a tankering strategy ($100,000 minimum).  

Outfall milestones – wastewater

Minimum milestones to be reached prior to any consideration of clearance conditions (for stage 1 only):

  • Where the dependent works are sewer headworks assets being delivered by Water Corporation, an acceptable stage will be no earlier than the date the ESR is accepted.
  • Where the dependent works are sewer headworks assets being delivered under a prefunding arrangement, an acceptable stage will be no earlier than the date the ESR is accepted and the Developer Constructed Works Agreement is executed.
  • Where the dependent works are sewer headworks being delivered and fully funded by the developer in advance of Water Corporation's Capital Program, an acceptable stage will be no earlier than the date the ESR is accepted and the Developer Funded and Constructed Works Agreement is executed.
  • Where the dependent works are sewer headworks assets being delivered and fully funded by the developer (temporary works), an acceptable stage will be no earlier than the date the ESR is accepted, the Developer Funded and Constructed Works agreement is executed and works have commenced on site (start up).
  • Where the dependent  works are sewer headworks assets being delivered by another developer, an acceptable stage will be no earlier than those works commencing on site (start up).
  • Where the dependent works are sewer reticulation an acceptable stage will be no earlier than following Final Works Inspection Clearance and connection to existing assets.

Where the works:

  • are either being Water Corporation delivered or developer prefunding then consideration may be given to an earlier clearance, (for stage 1 only) following conclusion of the scoping phase, subject to submission of an agreement of a risk assessment (refer to our Headworks Delivery Section in Development Services)
  • are developer funded, an earlier clearance will not be considered prior to acceptance of ESR
  • are being delivered by another developer an earlier clearance pre ESR will not be considered. Where a development is dependent on delivery of headworks by another developer then the first instance a clearance will be considered – regardless of funding model – is following WWPS contruction commencement on site.

Where the development includes more than 1 stage, then the above applies to the first stage only. Terms of the performance agreement will include minimum milestones to be achieved prior to clearance consideration for any subsequent stages.

  • Where the dependent works are water headworks assets an acceptable stage will be no earlier than following Final Works Inspection Clearance and connection to existing assets.
  • Where the dependent works are water reticulation, an acceptable stage will be no earlier than following Final Works Inspection Clearance and connection to existing assets.
