Information about our pricing structure and charges which may be applicable to customers using our trade waste service.

The specific services required and the charges applicable to individual businesses may vary. Please check your permit conditions for any special arrangements that might apply to you.

The charge amounts set out below are at the rates applicable for the 2019–20 financial year.

Your trade waste service is generally not subject to GST. It's only applicable to sampling and inspection activities, and the sampling and inspection charges shown are inclusive of GST.

Our charging structure

Our pricing reflects our actual costs of providing this waste management service. Wherever possible we charge for different aspects of the service separately so that you only pay for what you use. There are 3 main components:

  • Annual charges
  • Quality-quantity usage charges
  • Activity-based charges

Annual permit charge

An annual permit charge is levied to cover our costs of administering the permit licensing system. These costs are common to all customers.

Annual permit charge: $237.10

Quality-quantity usage charges

Quality-quantity charges are derived from direct measurement of wastewater characteristics.

Large volume dischargers or dischargers of medium volumes of high strength wastewater may be required to undertake specific monitoring and sampling programs to ensure the safety of their wastewater discharge.

In these instances the flow meter readings and results of quality determinations are also used to calculate the individual usage charges. Direct measurement of wastewater quality and quantity where feasible provides the most accurate and equitable user-pays charges that should be applied.

The charging rates for individual wastewater quality parameters are detailed in Table 1 below.

Fixed quality-quantity charges for particular industries

Fixed quality-quantity charges apply to the following industries:

  • care facilities – such as nursing homes, orphanages and hostels
  • hospitals
  • radiology clinics
  • commercial car washes
  • fast food restaurants (except those within shopping centres or food halls).

Quality-quantity charges for these industries are generally based on a fixed daily rate which is calculated from a model of the wastewater profile of these industries.

Open area charge

This annual charge applies to unroofed wash bays and bin wash areas with floor drains connected to the wastewater system. It covers the costs associated with the volume of storm water going into the wastewater system from your wash area and is directly proportional to the ground area that drains into your wash bay.

Open area charge: $1.58 per m2

Activity-based charges

Establishment charge

This charge reflects the time taken by our staff in assessing your application and determining the conditions under which you can safely discharge your wastewater to the wastewater system.

New permit assessments: $133.65 per hour

FOGMan charge

If your business is required to install a grease arrestor to pre-treat greasy wastewater, a fats, oil and grease (FOG) management charge will be applicable. This charge is levied to cover the costs of operating our FOGMan system for management of greasy waste.

Annual FOGMan charge: $104.16 per individual grease arrestor

Inspection charge

We may need to inspect your premises as part of our assessment of your application or an inspection may be initiated by you if you wish to change your business operations or plumbing configurations or have your grease arrestor pump out frequency reassessed.

Customers with high strength and/or high volume wastewater discharges will be included on an ongoing inspection schedule. If no problems are identified during these regular inspections then the time taken is usually short.

Inspection charge: $146.85 per hour

Metering and sampling charges

Customers with high strength and/or high volume wastewater discharges may be subject to an individual monitoring program which includes metering their wastewater discharge and taking samples for laboratory analysis.

In keeping with our user-pays principle each discharger subject to a monitoring program must meet the costs of these programs themselves.

Meter reading charge: $26.83 for each meter

 Sampling charges are:

  • Grab sample (scheduled): $312.07/sample
  • Grab sample (unscheduled): at cost
  • Composite sample (scheduled): $733.26/sample*
  • Composite sample (unscheduled): at cost.

*If more than one sample is taken across the compositing period there will be a charge of $324.50 for each additional sample.

One-off discharge charges

Businesses that don't have a trade waste permit for an ongoing discharge may have a need to discharge wastewater for a limited time. This is known as a one-off discharge.

There are several components to charges for one-off discharges: quality-quantity charges to cover the cost of accepting and treating the discharge in our wastewater system, an hourly rate to cover the cost of the time of our staff managing the discharge, and (where applicable) a charge to provide access to the wastewater system.

Quality-quantity charges are derived from meter readings and water quality results from sampling conducted either by the client or by us. Please refer to the table for more information about charging rates for individual wastewater quality parameters.

One-off discharges do not incur an annual permit charge. All activities carried out by our staff in relation to the management of one-off discharges are charged at an hourly rate.

One-off discharge: $133.65 p/hr
Field inspections: $146.85 p/h

Health care macerator charge

Some health care facilities use disposable paper pulp bedpans and other containers which are shredded prior to discharge to the wastewater system using a specially designed macerator. This system adds additional solids loading from the shredded containers to the wastewater system. A charge is applied to recover the cost of accepting this material however the charge is currently under review and will not be applied in 2019–20.

Other associated costs

Our charges do not cover the services provided by others such as supplying or maintaining your plumbing and pre-treatment fixtures, disposal of any sludge or by-products captured by your wastewater pre-treatment or the handling of any waste streams that are not discharged to sewer.

You may also be subject to licensing obligations and associated charges from the Department of Environment Regulation or other regulatory bodies.

You should contact the specific waste service provider or the appropriate regulatory body for information on these associated services and your waste licensing obligations.

Invoicing

Annual permit charges are invoiced annually in advance on the anniversary of your permit.

Quality-quantity charges are invoiced in arrears. Businesses charged using industry models are usually invoiced quarterly. Businesses where volumes are determined by meters are usually invoiced quarterly, 4-monthly or 6-monthly in alignment with meter reading cycles. Activity-based charges for sampling, meter reading or inspections are invoiced in the next billing cycle with quality-quantity charges. Inspections for businesses not subject to quality-quantity charges are invoiced on completion of the activity.

One-off discharge accounts are usually invoiced at the completion of the event unless the discharge period is extensive in which case there will be periodic invoices.

Your first invoice

If you're connecting during the year you will be invoiced on a pro rata basis for your annual permit charge and if applicable FOGMan and open area charges together with your establishment charge shortly after your permit is first issued. Thereafter they will be invoiced within the normal billing cycles for the relevant charge components.
