Water Corporation is inviting organisations with suitable experience, capacity and capability (in water treatment including reverse osmosis, civil, structural, mechanical, electrical and PCS/SCADA) to submit a bid for the above referred Bid Invitation.
The Scope of Works comprises the design, procurement, manufacture, supply, construction, installation, integration, testing, and commissioning of the Cocos (Keeling) Islands West Island Permanent Seawater Desalination Plant, including pre-treatment, desalination, post-treatment systems, and some of the additional ancillary infrastructure (kitchen/meeting, workshop, lab, relocated fluoridation and the SWRO building) as described in the Drawings, and detailed in the Specification. The Permanent Desalination Plant will replace the Temporary Desalination Plant delivered under a prior contract.
The Bid Invitation Documents may be accessed from 2:00 pm, WST, Wednesday, 2 September 2026, by companies registered as Bidders or Suppliers/Vendors on Water Corporation’s eProcurement (Supplier Portal). If a company is not a registered Water Corporation Supplier/Vendor or Bidder, please complete the online supplier registration form available at Water Corporation website, under More/Suppliers & Contractors, Become a supplier. Please be aware registration may take up to five Business Days.
Please note this project will primarily be funded by the Commonwealth Department of Infrastructure, Transport, Regional Development, Communications and the Arts. All Bids over $4M will require the Bidder to be accredited by the Federal Safety Commissioner under the Commonwealth Governments Work Health and Safety Accreditation Scheme, refer here.
A Compulsory Bid Briefing will take place at 10:00 am, WST, on Wednesday, 23 September 2026, via WebEx only. Bidders must register via email with the below noted Bid Contact at least five Business Days prior to the scheduled date to obtain an invite to the Bid Briefing. Bidders must allow a minimum of one hour attendance time at the Bid Briefing. Failure to attend the Compulsory Bid Briefing may result in the Bidder being excluded from the Bidding process. Further information on the Bid Briefing to be obtained from the Bid Invitation Documents following release.
It is mandatory that all Bidders are granted Water Corporation Health Safety and Environment (HSE) Prequalification, at the level nominated in the Bid Invitation. This application can be lodged via the supplier registration process noted above.
