Flat Rocks Wind Farm Stage 2
Project goal:
To build stage 2 of the Flat Rocks Wind Farm providing renewable energy to help reduce our greenhouse gas emissions.
Status:
In planning
One of the biggest issues we face as a community is the impact of climate change. The combination of declining rainfall and a growing population means WA is increasingly dependent on desalination as a safe, economical and climate-resilient drinking water source.
To support the WA Government 2030 greenhouse gas emission reduction targets, we're developing the second stage of Flat Rocks Wind Farm.
What’s happening?
In 2022 we purchased the development rights for Flat Rocks Wind Farm Stage 2. This project will contribute to ongoing water and power supply security in the Great Southern Region.
We're committed to engaging with the local community and relevant stakeholders to ensure you remain informed of project progress and any changes. We will also be seeking to invest back into the local community.
Planning will be undertaken through 2024 and 2025, followed by construction and commissioning of the wind farm.
Why a wind farm?
We're working to source 400 megawatts of renewable energy. This will assist us with securing sufficient renewable energy for our current and future desalination plants. Wind energy makes up an integral part of this.
We're working closely with Government to reach our decarbonisation goals.
Where is this happening?
Flat Rocks Wind Farm Stage 2 is located 20km southeast of Kojonup and 25km southwest of Broomehill within the Shire of Broomehill-Tambellup in an area dominated by broad-acre crop and livestock grazing.

Pre-construction planning activities: 2024-2025
Construction and commissioning will follow.
Protecting our environment, social surrounds and Aboriginal heritage
A number of studies assessing impacts to the environment, social surrounds and Aboriginal Heritage have been undertaken and updated since the initial Flat Rocks Wind Farm Development Applications. This work will continue to and evolve as planning progresses.

Flat Rocks Wind Farm (FRWF) is a wind farm in WA's Great Southern. It will host wind turbines which will generate power that will be fed into the South West Interconnected System.
The wind farm will be built in two stages across the Shire of Kojonup and the Shire of Broomehill-Tamblellup, 260 kilometres south-east of Perth.
The location of the Flat Rocks Wind Farm was determined based on the following factors:
- Consistent wind resource is available
- Close to existing connections to the grid
- Close to a good road network
An environmental impact report has been completed and be viewed here.
The Environmental Protection Authority determined not to assess the environmental approvals for the wind farm due to the low level of impact and the condition of the broad acre agricultural land where the project is located.
Moonies Hill Energy, the original developer of Flat Rocks Wind Farm, consulted with select stakeholders including a range of government departments and agencies prior to Development Approvals being granted.
Since successfully acquiring the development rights for stage two in late 2022, we have begun early engagement with turbine host landowners, some neighbouring landowners and the local government. We will increase our engagement activity as we move through pre-construction planning.
